Vance County school board to oppose property legislation

The Vance County Board of Education will meet Monday evening and is expected to take action on items from the superintendent’s report and reports from two standing committees.

A motion for approval opposing the school property transfer from local school boards to county commissioners will be moved during the superintendent’s report.

The resolution opposes any proposed legislation that would authorize counties to assume control of school property and requests that the N.C. General Assembly oppose any such legislation during its 2013 session.

During the last personnel committee meeting, board member Ruth Hartness moved a motion that employment recommendations are presented to the full board on Monday night.

Action will be taken for approval of eight new hires for positions at schools throughout the county, including an English as a Second Language tutor, media specialist, computer lab teacher, receptionist, Spanish teacher, math teacher, biology teacher and English teacher.

The finance committee will present three action items for approval, including signing authority for governing bank actions.

Vance County Schools requires dual signature authority on bank accounts in order to strengthen internal controls over check disbursements and to prevent errors and omissions in the disbursement function. They will seek approval for changes in delegation made as a result of a personnel change in the position of bookkeeper at Northern Vance High School.

Approval will be sought on several budget amendments brought forward by the finance committee.

Also up for approval by the board will be the declaration of a 2001 three-quarter-ton Dodge van as surplus property subject to disposal due to continued use.

Recurring items involve overnight field trip requests by the Northern Vance High School engineering class for their trip to the Emerging Issues Forum at N.C. State University’s Convention Center in Raleigh.

Southern Vance High School and the Early College High School will also seek approval for overnight fieldtrip requests.

Prior to adjournment an executive session will be held for the purpose of approving minutes, property, legal or personnel matters.
