Granville commissioners get budget, fund request

OXFORD — Granville County’s budget for the fiscal year 2013-2014 will be presented Monday evening by Brian Alligood, the county manager, at commissioners’ meeting.

The board will also receive a request for a one-time assessment from the Kerr-Tar Regional Council of Governments in the amount of $50,696. The request is due to a cash flow situation at Kerr-Tar, in which funds were inadvertently taken from the Economic Development Administration Revolving Loan Fund.

The council is asking all 21 entities in the five-county region for the assessment on a per capita basis of $1.39. If given by each, the $311,367 would replenish the money used and provide operating funds for the RLF account.

The EDA has asked Kerr-Tar to have the situation resolved this month. The amount given does not coincide with the annual allotment to Kerr-Tar, which is on a per capita rate of 48 cents.

On Alligood’s recommendation, the commissioners will consider making a request to the City of Oxford for voluntary annexation of the Granville County Expo and Convention Center in order to proceed with construction of a waterline to serve the Expo Center and adjoining property.

Other business the board will consider includes:

• An agreement with Joyce Engineering for services provided at the county’s landfill.

• A request by Curtis Averette Jr. of William L. Stark and Company on behalf of Lace Lastics to waive $7,173.94 in penalties related to discovery of unlisted business personal property.

• Providing information technology services to the town of Butner.

• Authorizing Granville Health Systems to participate in the state debt setoff program to collect delinquent taxes and fees.

The board will make appointments to the Board of Trustees of the Granville County Library System, the Veterans Affairs Committee, the Board of Adjustment, the Greenway Advisory Council and the Five County Community Operations Center Oversight Board.

The board will hold a closed session to discuss matters related to economic development.
