Vance County, employee settle job dispute

A three-year battle between Vance County and one of its employees came to an end last month.

The Vance County Board of Commissioners reached a compromise settlement June 27 with Cindy Lloyd, an assistant tax administrator.

Lloyd filed a federal complaint against Vance in 2010 claiming prejudice when Porcha Brooks was named tax administrator.

Lloyd was interim tax administrator after Sam Jones left the post in April 2009. She expected to move into the position permanently because of her years of experience working for the county, according to County Manager Jerry Ayscue.

He said the county disagreed with her complaint and proceeded to combat the claims.

During a state-mandated mediation process before a trial, both parties agreed to a resolution.

Ayscue said neither admitted wrongdoing in the matter.

“The settlement was a result of various factors, and reflects that the county believed that the claims were defensible,” he wrote in an email Thursday. “But, there was an opportunity to resolve the case which saw the out-of-pocket cost to the county as being minimal in comparison to the county resources that would be expended in protracted litigation.”

Ayscue said because Lloyd remains a county employee, details of the settlement could not be disclosed.

Lloyd’s local attorney Michael Satterwhite said Lloyd did not have any public comments at this time.
