Pay increase approved in Warren County

WARRENTON — Commissioners in Warren County have approved implementation of a salary option that will boost county employees’ salaries beginning in January of 2014.

The commissioners had enlisted Springsted, Inc., to carry out a job classification and salary study for the county. The study showed that 64 percent of county employees are paid less than minimum salary for the job titles they occupy and offered three options for addressing the issue.

Commissioners gave approval 4-1, with only Jennifer Jordan voting against, to move employees who are currently below the proposed salary grade minimum to the minimum. They also approved giving employees a one-half percent increase for each year of service since the last salary study was implemented seven years ago. The change will be effective Jan. 1.

The cost for the remainder of the fiscal year will be $257,012. The cost during the 2014-2015 fiscal year will be $514,024. The change will raise personnel costs for the county by 4.6 percent.

The other options would have moved all employees to at least the minimum salary; or provided at least a 2 percent salary increase.

The commissioners also approved a local salary reporting form, a local salary plan and job classification schedule to be effective retroactively to July 1, 2013.

The board adopted a resolution stating, in part, that the Warren County Board of Commissioners “do hereby urge all citizens to honor our veterans and call upon all veterans to wear their medals in observance of Veterans Day so that all will have the opportunity to express appreciation for their service.”

The commissioners also recognized the passing of Rev. Francis L. Alston, who served on the board of commissioners from 1982 to 1990.

The board approved an agreement between Warren County and River & Associates, Inc. for professional services associated with the Eaton Ferry Bridge Crossing at a cost of $215,800. Approval is contingent on the N.C. Department of Transportation’s rating of Eaton’s Ferry Bridge and final approval of the pipe attachment by the state.

The commissioners made the following appointments:

• Warren County Fire Commission: McConnel Silver.

• Home Health Advisory Board: Elaine G. Coleman, Sheriff Johnny Williams, Wayne Paynter and Wenona Mills.

The board also approved revised records retention schedules for tax administration, Register of Deeds and county administration.

The commissioners went into closed session and took no action when they returned to open session.
